If you want to pursue something like this - which I think is a fabulous idea! - it would be worth talking to the kind of people who run 'courses for unemployed' and 'courses for mums' and 'ethnic minority involvement in the community' things... I can't (of course) think of the names of any of the organisations involved right now but I know that there are groups meeting all over this city doing this kind of thing on a temporary limited-places basis, and a centralised well-organised place would attract quite a lot of funding, especially if it were organised to be part-commercial (anyone with a bit of sewing to do turns up and pays a fee) and part-community-education (blocks of time set aside to teach people in certain categories new skills).
